KYENJOJO DISTRICT HOLDS 2025/2026 BUDGET CONFERENCE
Kyenjojo District held the annual Budget consultative meeting on Tuesday November 13, at the District Headquarters at Kasiina.
The budget conference, is prepared in accordance with section 7 (1 and 2), and (a) and (b) of the Public Finance Management Regulations of 2016, for the preparation of Budget framework papers for the Financial Year 2025/2026.
It was under the theme “Full Monetization of Uganda’s Economy through Commercial Agriculture, Industrialization, Expansion and Broadening Services, Digital Transformation, and Market Access” and the key objectives of this budget conference were:
1.1.1.
Provide feedback on issues raised during last year's budget consultations.
1.1.2.
Present and discussion of the budget strategy and priorities for FY 2025/2026.
1.1.3.
Share the preliminary Resource Envelope, Medium Term Expenditure Framework and Indicative Planning Figures for FY 2025/2026.
1.1.4.
Present the Strategic Policy and Administrative Matters for FY 2025/2026 and
1.1.5.
Discuss the strategic direction of the NDPIV, the 10-fold growth strategy and how this will translate into Local Economic Growth.
Kyenjojo District Budget Conference Theme, 2025/2026
In attendance were the woman MP, Hon. Faith Philo Kunihira, the Chairperson LC V, Mr Gilbert Rubaihayo, the CAO, Mr. Masereka Amis Asuman, District Speaker, Mr Ronald Karamagi, and various leaders, partners and participants from across the district.
In his remarks, the District Chairperson thanked everyone in attendance for sparing sometime to come and get involved in the planning of their beloved district. He promised to have their views integrated in the budget making for the district to make a giant leap to development. He informed that this is the last year of implementation of the NDP III, and as we plan to begin NDP IV, we should ensure most of the areas of service delivery are addressed, and are inclusive. He reiterated that as a district, their aim is to improve service delivery, and defeat corruption.
He also noted that as political leaders, this is their last year in term of office, and called upon all political leaders to try and fulfill promises to the electorate. He ended by thanking the district leadership, for being so cooperative, and working as a team, in their implementation of government programs.
In her remarks,Hon. Kunihira Faith, the Kyenjojo Woman MP applauded the district leadership for organizing such an event, which makes the people interact with the district leadership, and get involved in some key decision making aspects, and projects that benefit them. He informed the conference that government had provided for 1billion shillings to improve on the road network in the area, in this quarter of FY 2024/25. She thanked the technical staff for the good work done, and requested them to be mindful of the poor and vulnerable people in the planning exercise with the various stakeholders. She also requested the district as they plan for meetings and engagements that they wish MPs to be involved in, to schedule them on Fridays as that’s the day they don’t have a lot of parliamentary proceedings, and are always willing to physically be there and participate.

The CAO, informed the participants that as a district we are obliged to submit our budget framework paper to the Ministry of Finance, Planning and Economic Development (MoFPED) by Friday, 15th November 2024 for consolidation of the National Budget for FY 2025/26, and we are on the right track. He further guided that The FY 2025/2026 will be guided by the Budget Strategy as approved by His Excellence the President of the Republic of Uganda. This Budget Strategy is underpinned by the strategic direction in the Fourth National Development Plan (NDPIV) and the Tenfold Growth Strategy. The main focus areas are Agro – Industrialization, Tourism Development, Mineral Development and Science Technology and Innovations (ATMS). He called upon all heads of Departments to strictly adhere to the various Grant and Budget Call Circular Guidelines, timelines defined in the Budget Process Calendar and the provisions of the Public Finance Management Act, 2015 (amended). Compliance to the guidelines will make it possible to have the budget for FY 2025/26 aligned with the national development goals, the budget strategy, optimization of the utilization of the limited resources and provide tangible benefits to the people of Kyenjojo District. Also, he guided that all heads of department with support from planning unit should ensure critical priorities are planned for as adhere to the statutory timelines for submission.

Mr. Mugabi James Fred, The Chief Finance Officer (CFO) in his presentation on the resource envelope for the Financial Year 2025/26, informed that the Projected Resource Envelope for the financial year 2025/2026 is Ushs. 49,707,383,683 (Forty-nine billion seven hundred seven million three hundred eighty-three thousand six hundred eighty-three only) He emphasized that Government is planning to finance the Budget for Financial Year (FY) 2025/2026 using our domestically generated resources, as well external resources. Considering that external financing has reduced, emphasis will be put on strengthening our Domestic Revenue Mobilization Strategy. He mentioned measures that will be undertaken to achieve this, that include repurposing the resource in the current budget and improve efficiency, to focus on
high impact sectors of the economy; Enhancing Local Revenue Performance through automation of systems; effective implementation of the Domestic Revenue Mobilization Strategy (DRMS); rethinking the reform of the pension sector, insurance and capital markets to unlock the huge financing potential; further exploration of Oil & Gas reserves to increase revenue that can finance investments in other sectors of the economy; leveraging affordable and sustainable financing through adequate capitalization of Uganda Development Bank (UDB), Uganda Development Corporation (UDC), Agriculture Credit Facility (ACF), Small Business Recovery Fund (SBRF), Emyooga, PDM etc. among others.Our Projected Resource Envelope for the financial year 2025/2026 is Ushs. 49,707,383,683 (Forty-nine billion seven hundred seven million three hundred eighty-three thousand six hundred eighty-three only)
Mr Kusemererwa Stephen, the Acting District Engineer, in his presentation mentioned a range of achievements in the engineering department, especially on roads completed this Financial year 2024/25, DDEG projects, and mentioned challenges faced, that included and possible interventions. A range of projects are set for the FY 2025/26, and he had high hopes once finalized, they would lead to an extra step in the development of Kyenjojo District.
The District Production and Marketing Officer, Mr Shem Sekyanzi, highlighted the achievements in the various government programs and projects, especially the Parish Development Model, and also with the various cooperatives across the district. This he noted has generally brought down the poverty levels and most families are now self-sustaining. He emphasized that in spite of a few challenges, government programs were being implemented and accepted by the population. He outlined priorities for the FY 2025/26, which he hoped would make the district take a huge leap in development.

The ceremony was blessed with presentations from CSOs, that include Food Rights Alliance, and A-GRIP.
Other departments presentations included Administration, by the DCAO- (Public sector transformation, Governance, and security, Water, Community Based, and Natural Resources.

The ceremony was closed by the Assistant RDC Kyenjojo, Mr. Thaddeo Kasaija. He emphasized government’s commitment to implement all poverty alleviation programs, and appealed to the leaders responsible to support them, and guide the people on how to benefit from them. He encouraged everyone that receives government funding from the various government projects not to be wasteful, so many more people get to benefit from them. He underscored the need to align the District Budget Priorities to the NRM Manifesto in order to progressively track success.” While all political leaders are keen to have their particular manifesto pledges captured in final draft, the President (RDCs) are equally mindful of the fast approaching campaign season where we'll all be required to give accountability to the electorate. If we all work hard enough on service delivery, then our work to convince the voters will be easy for everyone”, he remarked.
He implored both political and technical stakeholders to double their efforts in upholding best practices in planning, governance and activity implementation. He reminded everyone of the threat of corruption and all other forms of abuse of office by those entrusted with power and authority, reminded all present to uphold one of NRM's cardinal principles of zero tolerance to corruption. He amplified this based on the reports coming to the office of the RDC on corrupt tendencies and extortions in selection and disbursements of PDM money.
He thanked all leaders for their call to duty and especially those that have ably understood the calling, affirmed Government's commitment to improving service delivery and the livelihoods of all Ugandans guided by the summarized NRM's Four Pillars of Patriotism, Pan-Africanism, Socioeconomic Transformation & Democracy.
